The forward-signals surface is the predictive layer for Chicago. Each signal is an explicit forward call — a regulatory advance, an operator stage transition, an infrastructure milestone — with an expected resolution window, a confidence level, and the score impact if realized. The first verifications resolve from June 16 onward; the public scoreboard goes live with Pulse Issue 6 in July.
