State-level signals reasserted themselves after April's federal cluster.
Four markets moved in May; all four came from state legislation or regulatory posture, not federal cohort selection. Phoenix moved on the Arizona SB1819 + SB1457 pair. New York, San Antonio, and Tampa all moved on regulatoryPosture upgrades to friendly — New York off the Joby JFK→Manhattan corridor, San Antonio off a $42M municipal investment, Tampa off an analyst-reviewed posture review. April's federal cluster did not follow on in May — no new TxDOT-style cohort designations, no operator-press federal-adjacency announcements.
CALLMay tested April's federal-thesis. The federal layer is real but not weekly; its cadence is monthly-to-quarterly. State legislation + regulatory posture remain the higher-frequency drivers. Watch for the next federal cohort announcement, which the spec calls for in mid-Q3.
Arizona is the most legislatively-active state in the index.
Phoenix has moved on legislative signals in three of the last four monthly cycles (50 → 40 → 50 in April, 50 → 65 in May). The April volatility was procedural; May's +15 reflects two distinct bills (SB1819 and SB1457) advancing the same day. Arizona is the only state with multiple AAM-relevant bills actively moving simultaneously.

Regulatory posture is the most-moved factor in May.
Three of four movements (NY, San Antonio, Tampa) came from regulatoryPosture upgrades to friendly. The mechanisms differed — NY's from a corridor demo implying FAA approval, San Antonio's from a $42M municipal infrastructure commitment, Tampa's from an analyst posture review — but the factor was the same. Posture sits one tier below state legislation in weight (10 vs 15) but is more frequently triggered.
CALLWhen operator-presence ceilings are hit and legislation isn't moving, posture is the next available lever. Markets at 55-60 with no pending legislation should be watched for posture-driven +5 moves rather than tier-crossing events.
April's NY thesis held — the demo cycle did not move New York alone.
Joby's JFK→Manhattan demos generated roughly 30 same-day classifier signals in early May confirming operator presence at East 34th Street Heliport. Operator presence was already at maximum (Joby has been recorded in NY since 2024); none of those 30 signals moved score. The +5 came from a single derived signal — that the corridor's existence implies FAA corridor approval — which lifted regulatoryPosture.
CALLDemo cycles will keep generating noise without moving score. The factor that moves NY further is state legislation. Albany has still not introduced UAM-enabling legislation; NY's intra-tier ceiling is constrained without it.
Tampa moved in both directions — an April correction, then a real May upgrade.
Tampa closed April at 60. On the May 1 refresh it fell to 45 — an Apr 28 hasActivePilotProgram = true override published Apr 30 and superseded May 1; the score reverted on the first refresh after the supersession. That −15 is an April overcount correcting across the month boundary, not a May event. Then on May 28 a genuine analyst-reviewed regulatoryPosture → friendly upgrade lifted Tampa 45 → 50, crossing EARLY into MODERATE. Net month-over-month is −10; the May editorial event is the +5.
CALLTwo distinct things happened to one market in one month — a correction and a real move — and only the audit chain tells them apart. Future monthly reports should reconcile snapshot deltas against publishedAt + supersededAt traces before naming movements; the headline metric counts the +5 upgrade, not the −15 correction.
Substrate work shipped underneath the scoring layer.
May saw the largest single-month expansion of AirIndex's data substrate since the platform was rebuilt for v1.3. Two new data layers shipped across all 5,647 US heliports in production — an operational ICAO classification engine (Annex 6 framework) and a per-airframe emergency-landing decision matrix. Both are internal data products; neither is surfaced publicly. The methodology source for the ICAO layer was authored in collaboration with Rex Alexander (HeliExperts International).
